Beyond policy change: using the VGGT to secure tenure rights for farmers

Land for Life

Time: Thursday, 27. January 2022, 11:00 a.m. – 12:00 p.m. (CET), subsequent deep dive 12:00 p.m. – 12:30 p.m.

Languages: English, German, French

Objectives: show how crucial the VGGTs have been to achieving policy change, demonstrate how the VGGT can be used to promote tenure security for farmers at a local level; leverage further support for the corresponding approaches and programs; build further momentum for alignment behind the Global Land Agenda – Framework for Action

Motivation: since their adoption in 2012, the VGGTs have been the key framework guiding significant progress in reforming national land policies, legislative frameworks and regulations. However, the impact of those changes on the ground has remained limited, with tenure insecurity continuing to be widespread (see the 2021 LandMatrix and 2020 Land & Inequality reports). More recently, promoting the implementation of the VGGT has moved beyond national level policy change: working with multiple actors at regional and local levels and jointly identifying pathways for implementing key VGGT provisions to address land conflicts, regulate land-based investments, and strengthen the rights of legitimate land owners and users. This work needs to receive more attention and further support.

Topics: Stock-take of VGGT as tool for (national-level) policy change and addressing remaining implementation challenges; showcase innovative practices to move towards implementation, including the experiences of local-level land governance multi-stakeholder platforms (MSPs) in specific countries
