In Tajikistan, water resources were primarily managed along administrative boundaries, leading to inefficiencies in irrigation, poor coordination among water users and sectors, and constrained development of climate and disaster resilience. In this context, the National Water Resources Management (NWRM) project supports the shift of water management and governance along water-related boundaries and across sectors in the Tajik Syr Darya basin, under the scope of national water sector reform. The ultimate goal of this reform is to improve the livelihoods of rural populations through integrated water and land management in watersheds, and to increase water use efficiency in farm plots, water user associations(WUAs) and irrigation systems.  

The project is financed by SDC (with 20 million EUR) and implemented by Helvetas in cooperation with GIZ INS and ACTED.

Helvetas supports the reform implementation through engagement in systematic policy dialogue, and the appropriate legal framework for decentralized water governance.

Results:

1. River Basin Management Plan (2021-2025), adopted in 2022 by the Tajik Ministry of Energy and Water Resources.
2. First DRR Watershed Management Plan in Aksu, which fostered long-term green measures through nature-based solutions and the implementation of ecosystem-based adaptation measures.
3. Increased water use efficiency by 30% in irrigated farms through the use of water-saving techniques and improved monitoring of water flows by farmers and WUAs.

Project description:

Agricultural Systems of the Future (AdZ) brings together six research consortia funded by the German Federal Ministry of Research, Technology and Space to develop innovative approaches for resilient and resource–conserving agriculture. Through the intelligent integration of key technologies, new agricultural production systems are emerging that sustainably connect rural and urban areas. Core focuses include water conservation, climate resilience and strengthening sustainable bioeconomy.

The AdZ Coordination Office, which is split between the Leibniz Institute for Vegetable and Ornamental Crops (IGZ) in Großbeeren and the Research Institute for Regional and Urban Development (ILS) in Dortmund, promotes exchange between science, business, society and politics and facilitates targeted knowledge transfer with dialogue–oriented and tangible communication formats. Transformation pathways for innovative agricultural systems are made actionable through tailored stakeholder engagement.

AdZ will present its consortia entitled food4future, SUSKULT, and CUBES Circle, using real prototypes to demonstrate how the circular economy, indoor cultivation systems, modular production methods and novel foods can use water efficiently, create innovative value chains and provide solutions to water stress in agriculture. Visitors will engage directly with interactive exhibits and tangible prototypes for resource–efficient, forward-lookingtechnologies.

Our booth allows a peak into this process, as young agripreneurs from Africa show, with tangible good practices and concise messages, how they use water intelligently, safeguard harvests, and create resilient agrifood systems. The Young Leaders Incubation Programme (YLIP) of AHA is the framework in which young practitioners generate innovative impact by linking personal development and entrepreneurship. For six years, YLIP has strengthened young people’s self-efficacy, leadership skills, and innovative spirit and has linked practice and policy in their organisations and enterprises. In this way, new solutions and scaling pathways for economic success and social value emerge.

A delegation of five YLIP alumni will make their innovative capacity directly tangible at our booth: they will seek dialogue with experts and policymakers, present their forward-looking business models, and illustrate the value that organised agricultural systems deliver in their day-to-day practice. Whether aquaculture in Zambia, hydroponics for producing livestock feed and biogas in Ethiopia, or water-efficient rice and ginger cultivation by a social entrepreneur from Nigeria – we provide decision-makers and German companies with immediate access to challenges and solution approaches – in direct conversation, without the barrier of a stage.

Association “Ukrainian Agribusiness Club” (UCAB), founded in 2007, is one of the leading Ukrainian agricultural associations, bringing together more than 200 members from across all segments of Ukraine’s agricultural sector. Our members include farms and agricultural enterprises which collectively cultivate over 4.2 million hectares of agricultural land in Ukraine, provide more than 100,000 jobs in rural areas, and represent over 60% of the market of manufacturers and suppliers of agricultural machinery, seeds, fertilizers, crop protection products, and other resources for Ukrainian farmers.

What sets UCAB apart from other Ukrainian agricultural associations is a strong export orientation of the large majority of its members. Key export markets have been the EU, MENA region, South Asia, China and Eastern Asia.

UCAB (UNAF) stand will present “Ukraine on the Path to the EU: Building Water-Resilient Agriculture for Global Food Security.” The stand shows how Ukraine addresses irrigation and climate risks, aligns water governance with EU rules, and positions itself as a strong future EU member.

The stand reframes Ukraine as a policy-aligned partner ready to implement EU directives, share water-resilience know-how, and bolster European and global food security, while serving as a platform for dialogue with policymakers, donors, and business.

The Blue Bioeconomy innovation cluster (BaMS) is a German network for funding, transfer and communication hosted by Kiel. The members of the cluster and respective association (BaMS e.V.) include leading universities, research institutions, and SMEs throughout Germany. The establishment of the BaMS innovation space is funded by the Federal Ministry of Research, Technology, and Space (BMFTR) with input of up to €20 million over seven years (2019 to 2026). At Kiel University, BaMS strengthens the scientific focus on aquatic sciences (Kiel Marine Science). In addition to funding transfer projects, the cluster is actively committed to establishing model sites and supporting the implementation of project results in business and society. The Cluster is known to be a trustworthy network that connects the dots and promotes the transfer of aquatic circular economy principles within Germany and intoother European countries with the help of its EU partners SUBMARINER, EATiP, and LOCALITY. Water is increasingly recognised as a systemic risk for ecosystems, food security, and societies. Even Germany, a country often deemed “water-rich”, already faces structural groundwater stress, declining recharge, and rising usage competition across sectors. Against this backdrop, the NABU x BCG Water Study develops a holistic vision for resilient water management in Germany by 2050, combining ecological and technical analyses with a robust economic assessment.

At its core lies a scenario comparison: the business-as-usual scenario calls attention to the high economic costs of inaction – including drought damage, harvest losses, flood risks, and infrastructure strain. In contrast, the green-centric solutions scenario – based on nature-based measures and complemented by technologies such as regenerative agriculture, forest management, sponge cities, and two-way drainage systems integrated with existing infrastructure – shows that investments in improving water availability not only safeguard water supply and biodiversity but are also more cost-effective and sustainable for the economy on whole.

The study identifies eight key levers for improving water availability that reinforce each other and are scalable.

The message is clear: prioritising the most effective levers, strategically linking nature-based and technological solutions, defining measurable success, and creating strong incentives are essential to ensuring the long-term resilience of Germany’s water systems.

For the consumption of agricultural products in the European Union (EU), forests are being cleared elsewhere in the world. According to the Food and Agriculture Organization of the United Nations (FAO), up to 90 percent of global deforestation is due to clearing for agriculture. This is driven by the high demand for raw materials such as palm oil, soy, and cocoa in consumer countries such as the USA, China, and in the EU. If we are to successfully protect forests internationally, agricultural raw materials must be produced without deforestation and forest damage.

The EU has therefore adopted the legally binding Regulation (EU) 2023/1115 on deforestation-free products (EUDR), which aims to achieve the goal of deforestation-free products. The start of implementation of the EUDR at the EU level has been postponed by 12 months. Market participants must therefore comply with the new due diligence obligations from December 30, 2025. Micro and small enterprises fulfilling certain conditions will have more time and are to comply with the new obligations from June 30, 2026.

The Federal Office for Agriculture and Food (BLE) is responsible for the implementation and enforcement of this regulation in Germany. It monitors market participants’ compliance with the obligations set out in this regulation. The respective state authorities are responsible for the control of domestic raw materials and products (cattle, soy, and timber).

Water scarcity and rising droughts are among the defining challenges of the 21st century, threatening prosperity, food security, and economic growth. A key challenge lies in making land and water systems more sustainable, ecologically sound, socially inclusive, and economically viable.  

This requires integrated approaches that prioritize water efficiency, protect watersheds, restore degraded landscapes, and strengthen water governance. Yet the financing needs for transformative action far exceed the resources currently available. To implement effective solutions at scale, innovative financing models and greater private–sector investments are needed.

In alignment with this year’s focal topic at the GFFA, German Federal Ministry for Economic Cooperation and Development (BMZ) showcases how innovative, cross-sector approaches like the Water-Energy-Food-Ecosystem (WEFE) Nexus can be used to finance and scale sustainable land and water management. Practical examples from partner countries around the world illustrate how nature-based solutions, circular land use practices and integrated water management strategies can be successfully applied.

The European Science Alliance for Agriculture and Food (ESAAF) was launched to unite leading European research institutions providing independent science-based advice for the transformation and resilience of the EU agri-food sector. ESAAF advises on policy with evidence-based scientific insights grounded in regional realities. At our booth, ESAAF emphasises that water is life, and an essential resource for farming communities and harvests. We address water availability and quality as critical factors for agricultural yields under climate change. Pollution from fertilisers and plant protection products continues to have detrimental impacts on the ecosystem and productivity. We will present our research on causes, impacts, and mitigation strategies ranging from advanced monitoring and early detection to precision management buffer zones and digital tools for reducing spray drift and nutrient losses. Safeguarding water also means advancing practices that enhance retention adaptive irrigation, soil infiltration and flood prevention. Breeding research plays a key role in improving water-use efficiency and tolerance to drought and salinity. At our booth, visitors can meet with experts who develop nature-based solutions to sustainably manage water in agroecosystems and work on risk detection and mitigation, and can engage in dialogue shaped by cutting-edge European research.

Worldwide agriculture accounts for 72 of water withdrawals so information on agricultural water use and productivity is crucial for wellinformed decision making in water allocation and management To address this need FAO has developed a publicly accessible near realtime database using openaccess satellite data and open source algorithms that allows the monitoring of agricultural water productivity at three different spatial resolutions 300 metres at global level 100 metres in Africa the Near East and selected countries in Asia and Latin America and 20 metres in pilot irrigation schemes

The database is the backbone of the WaPOR programme that now in its second phase works with 13 partner countries to build their capacity in the use of WaPOR data for its different applications and to generate solutions to local challenges linked to water and land productivity as well as water management In doing so it responds to the challenges posed by dwindling freshwater resources and the need to sustain agricultural production to ensure food security in the face of a changing climate

GFA Consulting Group implements projects worldwide in the field of agroecology that foster sustain-able water resilience and address water and food security in an integrated way. In Africa, Asia, and Latin America, we contribute significantly to the transformation of sustainable agri-food systems and develop practical solutions for farmers to conserve and restore water resources. We will showcase these experiences at the Innovation Forum through concrete examples.
Our projects include measures for participatory planning with a watershed management approach as well as soil and water conservation in smallholder farming – through stone bunds, mulching, rainwater harvesting, and conservation-focused agricultural practices. These approaches are always linked to agroecological principles and embedded in a long-term landscape approach.
GFA has gained extensive experience with innovative local engagement – including the Smart-Valleys approach, which we will present at the Forum. This participatory and cost-effective method for developing rice production in West and Central Africa is implemented by farmers themselves and, through simple water infrastructure, increases yields, improves incomes and food security, and enhances climate resilience. Smart-Valleys combines local knowledge with technical expertise and demonstrates how rural communities can independently develop sustainable solutions.

GIZ will present international cooperation projects underway in countries of the Global South. The projects demonstrate how technical innovations and integrated approaches are resolving the usage competition in water and food systems worldwide. As a result ofaccelerating climate change, water has long been the key resource for securing national and global food systems.

“Irrigation 3.0” offers digitally controlled systems and is replacing outdated irrigation systems around the world that were developed under different climatic conditions. Germany and Europe have proven expertise in this area, which is also in demand in many countries of the Global South and increasingly in companies in the agri-food industry and financial institutions. However, technical innovations alone are not enough – national, cross-sector agriculture and water strategies are also needed.

The necessary adaptation to climate change can be used as “transformational energy” to establish new forms of project implementation that draw finance from efforts like the Green Climate Fund (GCF) or the EU Global Gateway Initiative and facilitate cooperation between the private sector, international specialist institutions and local partners.

At the core of IAK’s innovation work lies the development of digital twins for agricultural value chains, which is done in cooperation with partners such as VISTA. These digital twins dynamically map production and environmental processes, making it possible to capture water availability and quality in real time, analyse historical developments and calculate future scenarios using AI and climate models. On this basis, long-term strategies for water management and water governance can be developed – thus making these tools a crucial contribution to strengthening water resilience, which is the focus of the GFFA 2026.

The integration of digital twins into agricultural practice makes it possible to reveal competing uses, reduce risks, and support evidence-based policy and business decisions. Our vision is to use AI and digital twins to redesign the entire agricultural value chain – from field to market – in a way uses water sustainably, strengthens governance and improves global food security.

Water is one of the 19 research topics at Thünen Institute, representing a thematic cross-sectional area in which several Thünen institutes cooperate and combine their socio-economic, ecological and technological competences. At its booth, the Thünen Institute presents the its focal research topics and cooperation activities in the field of agricultural water management and blue bioeconomy. The former has been gaining in importance due to climate-induced increases in the frequency and intensity of extreme weather events such as droughts, waterlogging, and late frosts. The Thünen Institute investigates the impacts of these events on agricultural yields, models current and future irrigation demand and explores ways of improving water availability for agricultural production with a focus on small-scale water storage in surface water reservoirs. It works closely with other federal agencies to advise the BMLEH on yield forecasts during extreme weather events in a given harvest year and to develop suitable long-term adaptation and risk management measures. In the field of blue bioeconomy, the Thünen Institute carries out research on the effects of climate change on fish, artificial multiplication and the farming of relevant species, explores approaches to cultivation of aquatic organisms at the end of the aquatic trophic chain (micro-algae, macro-algae, aquatic plants and mussels), and investigates the potential of aquaculture and new aquatic organisms such as squids for nutrition.

The project focuses on the role of agroecology in sustainable water use through integrated aquaculture-agriculture systems, with a particular emphasis on how the living lab serves as an evidence-based model for climate-resilient solutions. A decision support tool has thus been developed to provide users with real-time data that is collected from various sensors which monitor critical water and soil parameters in the living labs, promoting precision farming and efficient water use.

This tool is available as a mobile application for farmers and as a desktop interface for advisors and specialists in the agricultural field. The mobile application is an easy-to-use tool that provides farmers with all the information they need to take appropriate actions in regards to the current conditions on their farm, as well as to communicate with an advisor. Farmers can manage and monitor data on soil, solar and weather conditions, crop types and water quality.

The desktop app helps specialists and advisors with data collection and decision-making. It accesses online and open data systems (known as OGC-compliant sources) to display broader environmental information, such as rainfall trends, weather conditions or satellite imagery, and also analyses data patterns and trends to suggest better solutions.

The Research Institute for Water Management and Climate Future at RWTH Aachen University (FiW) is a non-profit affiliate institute of RWTH Aachen University and a member of the Johannes Rau Research Foundation (JRF). With around 45 staff members, FiW works to develop practical solutions to major challenges of our time: water, climate, energy, and resources. Supported by water boards with special legal status, urban wastewater utilities and water supply companies, planning offices and universities, FiW combines research, consulting, and knowledge transfer.

Since the end of 2019, FiW has coordinated the scientific project TransPhoR, which is encompassed by the national funding initiative RePhoR. In this role, we are positioned at the confluence of research, practice, and policy: we synthesize the findings of seven collaborative projects, communicate them to diverse target groups, and create the basis for transferring this knowledge into industry, administration, agriculture, and society.

Our vision is to strengthen the resilience of the water sector. We design strategies and processes that secure water quality and quantity under climate change conditions while positioning the sector as a driver of sustainability in energy efficiency, climate neutrality, circular economy, digitalisation, and the hydrogen economy. Since the 1980s, FiW has also been active internationally, co-developing tailored solutions with partners in emerging and developing countries.

In 2026, RIELA will enter the drinking water and plant irrigation sector with its next major product line expansion. For many years, we have been producing round steel silos with individual capacities of up to 22,000 cubic meters. Building on this, we now offer round silos lined with an EPDM membrane on the inside, which are suitable for storing drinking water, wastewater, irrigation supplies, or as breeding tanks for fish stocks. The roof is protected from the ingress of foreign matter by a PVC-coated polyester fabric. The silo steel structure is manufactured in Uganda in easily transportable individual elements and then delivered to the customer. Once delivered, the storage silos are bolted onto a concrete foundation that must be constructed on site. Rainwater collection systems, low-maintenance filling and emptying systems, and low-maintenance irrigation systems will round out our storage tanks. These are aimed at institutions, farmers or villages in sparsely populated areas in order to ensure an orderly and reliable supply of water even in remote areas.

Vista presents two practical solutions for the sustainable use of water in agriculture.

With Water Availability analyses, water resources and water use for irrigation are quantified at regional and supra-regional level. These insights help to anticipate water shortages and serve as decision support to avoid conflicts over scarce resources and ensure fair distribution.

The irrigation solution VariableRain enables intelligent model- and satellite-based control of field irrigation. Water is applied precisely and according to crop needs, improving resource efficiency, safeguarding yields, and protecting groundwater.

Both approaches directly contribute to the GFFA priorities of “Using Water Sustainably” and “Constructive Solutions for Usage Competition,” equipping agriculture, water management, public authorities, and international organisations with the tools they need to make informed decisions for the sustainable use of natural resources. These solutions thereby enable “Water Governance” and strengthen global food security – today and in the future.

Through the Building Building Women & Youth-led Network Alliances for Agroecology and Organic Agriculture (BWYNAAO) programme, YPARD and consortia partners PELUMKenya and African Green Store Network AGSN advance the goals of the Knowledge Centre for Organic Agriculture (KCOA) by positioning young people and women as central actors in sustainable water management. The initiative demonstrates how agroecological practices such as integrated water management, soil health regeneration and climate-smart cropping systems like hydroponics can optimize water efficiency while restoring ecosystems.

A key contribution to water sustainability comes from reducing the use of synthetic fertilizers and pesticides and other key water pollutants, a cornerstone of agroecology and organic agriculture promoted under KCOA and the BWYNAAO programme.
